At the 2004 annual meeting WYLD Foundation members approved the Restated Bylaws and Articles of Incorporation, which included a name change to Wyoming Libraries Foundation. Foundation directors were elected as follows: Two-year terms--Cathy Butler, Isabel Hoy and Debbie Iverson; Three-year terms-Karen Hopkins and Bob Kalabus. Crystal Stratton is an ex-officio member by virtue of her position as chair of the WYLD Regional Council.
The Restated Articles of Incorporation were filed with the Secretary of State and submitted to the IRS for approval. IRS letter of approval received. The appointment of Joe French as the Foundation's registered agent was also filed with the Secretary of State.
Treasurer, Isabel Hoy, and fiscal agent, Joe French, worked with a Torrington accountant to file the first (WYLD Foundation/Wyoming Libraries Foundation) IRS 990 report. Thanks to their good work, the return was accepted without penalty.
